I agree about The Ugly Truth. Some cute dialogue, but when it comes to romantic movies, I want at least one big "ah" moment, when you tear up and your heart squeezes. Maybe that's why I enjoy reading romance novels more than watching romantic movies. Novels deliver on the emotion.

As for new movies: I enjoyed The Proposal with Sandra Bullock. Not OMG great, but very charming and entertaining.

I liked Leap Year, but I did find it hard to believe that they could have a happily ever after. Of course, that was the writer in me criticizing that. The hopeless romantic in me LOVED it all and wants to own it when it comes out on DVD! (I also LOVED The Holiday.)
